Maine and West Virginia are Permit-less Carry states and any resident or non-resident who is 21 or older who can legally possess a firearm can carry it concealed in Maine and West Virginia without any type of permit/license. By statute Maine and West Virginia still don’t honor all other states permit/licenses, but then again Maine and West Virginia don't need to declare reciprocity before a permit holder from another state is allowed to carry concealed. However, residents of Maine and West Virginia have different rights than non-residents, so non-residents need to check the statutes of Maine and West Virginia.
